Ambassador Gergana Karadjova participated in the United Nations Security Council high-level open debate on “Emerging Technologies and Maritime Security: Implications for Peace and Security”, convened at the initiative of Greece.
As a Black Sea littoral state, Bulgaria underscored the importance of freedom of navigation, maritime security and the protection of civilian shipping amid Russia’s aggression against Ukraine. Recent attacks against commercial vessels and critical infrastructure highlight the growing risks associated with the use of unmanned systems, artificial intelligence and other emerging technologies.
Bulgaria called for enhanced international cooperation, information-sharing and common early warning mechanisms, as well as the protection of ports, undersea cables, energy facilities and other critical infrastructure.
The Permanent Representative of Bulgaria to the United Nations also highlighted the potential of artificial intelligence, satellite surveillance and data analytics to monitor maritime traffic, prevent illicit activities and enable faster responses to disasters.
Effective safeguards, high cybersecurity standards, human oversight and clear accountability are essential. Decisions affecting human lives and international security must not be left entirely to automated systems, Ambassador Karadjova further emphasized.
