Bulgaria addressed the OSCE Permanent Council on the dangers of Holocaust Distortion and Denial, 7 May 2026

Ambassador Ivan Gospodinov addressed the OSCE on the dangers of Holocaust distortion and denial.
He emphasised that Holocaust denial and distortion are dangerous forms of antisemitism that should be countered everywhere and at all times, including in the digital space, where such narratives and disinformation can spread easily and widely, reaching new audiences and testing the resilience of democratic societies. Addressing this menace requires the collective efforts of all stakeholders — state institutions, civil society, academia, and religious leaders.
Bulgaria reaffirms its strong commitment to preserving the memory of the Holocaust through education, commemoration, and support for historical research. Fostering historical awareness, especially among younger generations, is essential in preventing the recurrence of such atrocities. In this regard, Bulgaria supports the continued efforts for accurate, evidence-based teaching about the Holocaust and the broader consequences of hatred and discrimination.

On 7 May this year, a meeting of the Interdepartmental Coordination Mechanism /ICM/ on Bulgaria’s accession to the Organisation for Economic Co-operation and Development (OECD) was held at the Ministry of Foreign Affairs under the chairmanship of Deputy Minister Velizar Shalamanov. Representatives of all ministries and other executive branch institutions involved in the accession process took part in the meeting.
During the session, participants conducted a comprehensive review of the progress achieved to date and the next steps required to complete the technical phase of the accession process, in line with the political ambition of securing an invitation for Bulgaria to join the Organisation within the current year. Deputy Minister Shalamanov expressed gratitude on behalf of the Ministry of Foreign Affairs, in its capacity as coordinating institution, for the intensive efforts undertaken by all institutions, including throughout the mandate of the caretaker government, in pursuit of this strategic foreign policy objective for Bulgaria. He encouraged all stakeholders to maintain the highest possible level of commitment to implementing the OECD’s remaining priority recommendations in the coming weeks and months under the leadership of the new regular government and in close cooperation with the National Assembly regarding measures requiring legislative amendments.
The continuation of preparations for Bulgaria’s accession to the OECD was among the leading priorities of the Ministry of Foreign Affairs during the mandate of the caretaker government. Bulgaria is currently in the final stage of the technical review phase assessing the compliance of Bulgarian legislation, policies and practices with the Organisation’s existing legal instruments. To date, Bulgaria has successfully completed reviews in 19 of the 25 OECD working bodies involved in the accession process. Some of the outstanding recommendations require amendments to existing legislation. The Action Plan reviewed by the Interdepartmental Coordination Mechanism, including proposals for specific deadlines and responsibilities regarding the necessary actions by Bulgaria, will be submitted to the attention of the new leadership of the Ministry of Foreign Affairs for the adoption of the required political decisions aimed at securing Bulgaria’s accession in 2026.

On 6 May 2026, Ambassador Irena Gancheva, together with the Minister of State for Law and Justice of Pakistan, Barrister Aqeel Malik, participated as a guest of honor in the inauguration of a community children’s library and an accompanying tree plantation initiative at F-9 Park in Islamabad.

The event was organized by the DICE Forum (Diplomacy - Inclusivity - Climate - Education) in support of promoting literacy, reading, and education in Pakistan, as well as with the aim of strengthening cooperation in addressing climate change, environmental protection, and the advancement of sustainable development.
The program also included a visit to the Thalassemia Center of Sundus Foundation. Thalassemia is a serious health issue in Pakistan, rooted primarily in the tradition of inter-family marriages. In addition to providing treatment for patients with severe forms of the disease, Sundus Foundation works to raise awareness of the risks associated with thalassemia, promote prevention, and advocate for legislative changes in Pakistan to address this problem.
In her remarks at the event, Ambassador Irena Gancheva highlighted the importance of the initiative, dedicated to the power of knowledge, the value of compassion, and the urgent need to care both for people in need and the environment, while expressing appreciation to the team of the DICE Forum for their inspiring efforts. In connection with the opening of the community children’s library, she emphasized that books and reading enlighten minds and lay the foundations for progress and understanding in every society. In Pakistan - a country with a predominantly young population, where more than 20 million children are still out of school, the implementation of such projects is a highly meaningful endeavor for strengthening knowledge, critical thinking, and personal development. The Ambassador further noted that the importance of libraries is even greater in today’s world, where information is instantly accessible through advanced technologies and artificial intelligence; however, it is essential to remember that books remain an irreplaceable source of in-depth and comprehensive knowledge. In this context, it was underscored that the project strongly resonates with Bulgaria as a country that honors and officially celebrates its alphabet and culture, as well as its educators and enlighteners, who have contributed to preserving Bulgarian identity and spirit over the centuries.
Ambassador Gancheva further stated that the pursuit of knowledge naturally extends to our responsibility for human well-being - through care for both health and the environment. Planting a tree is a small but meaningful step - a gesture toward nature that can lead to lasting positive change in the future.
The event was attended by representatives of the diplomatic corps in Islamabad, as well as by members of Pakistan’s governmental and non-governmental sectors.
